Brief description of the incident (place, time, involved boats, infringed rule):
USA 225850 had a minor breakdown prior to the race starting. In a panic, he declared to the jury that he was retiring. During the AP, the breakdown was fixed with dyneema line and no substitution of equipment. Coach Sophia Reineke declared to the same jury boat that the sailor would sail the race. Sailor started the race. Coach Erik Bowers verbally informed the technical committee of the repair at the earliest opportunity after the start of the race. Technical committee inspected the change after the finish. I (Erik Bowers) am asking that the sailor receive his score in the race.
